If you are laying a vinyl floor, the concrete must be dry and free of vapor and moisture. Vinyl flooring needs to be laid on top of clean concrete,
void of contaminating substances.
If moisture is a potential problem, heavy gauge polyethylene film placed on the concrete and left over night can be used to reveal moisture problems. If moisture is visible on the polyurethane, fix the moisture problem before laying the vinyl.
