If you've painted your floor and are looking to glue carpet on the flooring, whether you can glue the carpet will depend on several factors, mainly the type of paint that was initially used. If you have used a latex based floor paint, then you can glue your carpet down. When gluing your carpet to the floor keep in mind humidity and moisture levels. Gluing a carpet down in the basement may not be the best solution to a heating issue. If moisture populates an area pretty regularly gluing down carpet may not be the best idea as moisture can easily get between the carpet and the sub floor and cause mold and mildew issues.
