Working with concrete is never a good idea for a DIY beginner. However, if your comfortable working with concrete you may be able to re-level your concrete floor to lay carpet on a flat level. If you're looking to level concrete for a new floor (carpet, tile, hardwood, etc) there is "concrete leveler" mix at your local hardware store. Working with the mix requires an delicacy as it's not difficult to worsen the level of your floor. Make sure you have a level when you begin this project and keep it close at all times to measure the floor. Once you have successfully laid the concrete and leveled your floor, you'll be able to lay and sub-floor and continue your project.
