Indoor/outdoor carpet can sometimes get wet in certain spots and start to smell. If the floor is concrete slab, and properly prepared, check to be sure our your garage is above grade; if these causes can be eliminated, check to be sure that the moisture is not coming in from under the sill plate- water often comes in from the outside. If after all these causes can be eliminated, check to see if a poly film can be installed under the carpet to solve the problem.
