The easiest and quickest way to remove vinyl baseboards, while minimizing any damage to the area of the wall underneath them, is to use a wide blade putty knife. Now, say you are| removing 4" vinyl cove base, use the wide blade putty knife coming in from the top edge, and gently scrape towards the floor. This will minimize, and eliminate, any damage to the wall surface above the base line.
