The appearance of black flakes in your hot tub after you turn on the jets indicates black mold flaking off the PVC pipes. The only way to effectively remove mold on the PVC pipes is by repeatedly using a bleach solution and regularly application afterwards. Black mold is very hard to remove from the interior pipes, but with constant attention the problem the black flakes can be reomved.
