Above ground pools are often installed on concrete slabs; but this requires the slab be level to accomodate the pool. Attempting to make the slab level using sand may be sucessful- for instance, a plastic covering sheet could be used to hold the sand. However, each pool installation should follow the installation instructions you received from the manufacturer.
