If your fireplace isn't working properly until it gets hot enough to draw properly, the construction of the chimney needs to be checked. For instance, if the chimney is within or less than 10 feet from an A-frame peak it has to have clearance above the peak; there could be other issues like flue size, poor construction, leaks, an others causing the problem.
