Painting over wallpaper that can be removed is a horrible idea. Even if the best primer and paint is used, the outcome can be “blothcy” and make your room look worse than when you began the painting project. Leaving the wallpaper on the wall can also create a very messy project as layers and layers of paint are placed on the wall. Because the paint is not actually connected to the wall (it is on the wallpaper) that wallpaper, over time, will begin to peel. When the wallpaper peels, so will the paint that is connected to its surface.
If the wallpaper must remain on the wall try and use the lightest paint possible and make note of the wallpaper underneath for future owners/renters. The weight of future painting coats will eventually cause the wallpaper to peel off.
