Stains on painted wall, though very stubborn, can be removed if you're using the right materials and exercise patience. There are a variety of stain removal products that can be purchased at a local hardware store. Before using the product over your entire wall, test the product. After it has been tested and is working apply over the entire stained area.
If the stains don't seem to be going away you are going to have to paint over the stained area. Before painting over the stained area place a shellac on the stained areas to ensure the stain doesn't bleed through. Make sure the shellac is dried completely before you paint. After the paint has dried make sure the stained areas are even with texture and weight compared to the other areas on your wall.
