If you fixtures are too tight to work, and if they wont turn on, don't get exited, grab a wrench and try to turn the faucet on. Not only could this severely damage your fixture, a mess of water could go everywhere and cause even more damage and hassle. If one of your valves arent working, first turn off the water to your entire house. Then, remove the old valve/fixture and replace with a new valve. Unless you have much plumbing experience, these tasks should be done by a professional. Installing new valves can be very difficult if you do not have the correct tools.
